With a rich history spanning more than five decades, California State Parks Foundation champions the cause of California state parks, ensuring their protection and preservation for the greater good. By collaborating with park partners and dedicated park staff, as well as engaging policymakers in Sacramento, we actively address the challenges faced by our beloved parks. We are seeking a dedicated Associate Human Resources Manager to join our team! This position plays a crucial role in stewarding HR at CSPF. In this role, you will manage: recruitment and onboarding, benefits, payroll, and leave administration, compliance, HR data management, performance management operations, culture building, and Justice, Equity, Inclusion, and Diversity (JEID) integration. This position is a full-time, exempt position that reports to the Director of Finance and Operations.
RESPONSIBILITIES:
Employee Lifecycle
- Steward the administrative functions of the full employee lifecycle process, including recruitment, onboarding, performance management, benefits management, and offboarding
- Manage employee recruitment process from job postings, candidate screenings, interviews, through to final hires
- Design and implement new employee onboarding system; manage employee offboarding process
- Oversee annual compliance training program
- Coordinate and support bi-annual performance review and annual compensation benchmarking processes
- Innovate and implement proactive efforts to engage staff and promote a positive and engaging work environment
- Spearhead development of CSPF employee recognition program
- Coordinate scheduling, set-up, and overall operations for monthly staff meetings
- Administer bi-annual culture survey and present findings for leadership review
- Act as point person for staff for HR needs or questions regarding concerns, grievances, or other confidential HR issues
- Build effective relationships throughout all levels of the organization
Organization Culture and JEID (Justice, Equity, Inclusion, Diversity)
- Collaborate with leadership to analyze, deepen, and operationalize CSPF’s JEID commitments and strategies
- Work with leadership and team to ensure that internal policies and procedures operate from a strengths-based, JEID focused lens
- Engage with staff to evaluate organizational culture and make ongoing adjustments to engagement programs and communications as needed
Benefits and Compliance
- Prepare and process monthly payroll
- Oversee benefits and leave administration, including open enrollment, benefits review, staffing changes, and audits
- Keep leadership up-to-date, and organization compliant on general employment laws, such as meal and rest breaks, overtime, etc.
- Regularly review and update company policies, employee handbooks, and other materials to reflect changes in employment laws
- Collaborate with Director of Finance and Operations and Executive Director on efforts to develop and implement new HR policies, procedures, and plans
- Manage compliance documentation and reporting
- Manage data entry and management of employee records and information through CSPF’s human resource information system (HRIS) database (Paylocity)
- Keep all physical and digital records organized and compliant with the company’s retention policy
- Other duties as assigned, with some occasional evening and weekend duties required.
QUALIFICATIONS:
- 3+ years of relevant experience in human resources
- Associate’s degree in Human Resources or equivalent experience
- PHR or SHRM HR certification (preferred)
- Stellar people skills and interpersonal dexterity
- Strong understanding of CA employment laws and regulations
- Demonstrable experience in recruitment and onboarding, employee relations, and benefits administration
- Experience stewarding and engaging with Justice, Equity, Inclusion, and Diversity initiatives
- Strong writing skills
- Experience in administrative and project management
- Experience overseeing HR data management, including maintenance of HRIS (experience with Paylocity preferred)
- Proficiency in Microsoft Suite, Adobe, Asana, and similar workplace tools
- Strong organizational and time management capabilities
- A desire to work as part of a team
- High level of integrity: ability to maintain confidentiality, operate with discretion, and make sound, independent judgements
WORK ENVIRONMENT
CSPF is a hybrid work environment, with number of days in the office dependent on individual role and responsibilities. Our expectation is that hybrid staff live within a commutable distance and are available for scheduled meetings and/or office hours at the main office in San Francisco.

COMPENSATION AND BENEFITS:
This is a full-time, exempt position with a salary range of $80,200 - $88,500.
