2026 Legislative Agenda

Leadership in lobbying

As part of our role in advancing state parks issues for the last decade, California State Parks Foundation has provided leadership in lobbying the California legislature on relevant bills and budget actions as well as proactively sponsoring legislation. We have sponsored legislation to achieve park protection as well as facilitate fiscal sustainability for the state park system.

In addition to sponsoring legislation, we also maintain regular communication with key policy committee members and provide testimony to legislative hearings, and coordinate with other like-minded organizations on policy priorities. You can see our priority bills and budget items for the 2026-2027 legislative session below, and see past legislative priorities here

Priority Bills and Budget Items

Bills and budget items that did not make it through

AB 2277
California State Park Stewardship Act of 2026 (Schultz)

Makes it the policy of the state to address climate change through proactive stewardship and informed management of state park lands; establishes a fund that could be a vehicle for enhanced investments in climate stewardship for state park lands.

AB 2184
Cap-and-Invest Program: nature-based climate solutions: funding (Wilson)

This bill annually appropriates the sum of $250 million from the Greenhouse Gas Reduction Fund in the annual Budget Act each fiscal year through 2048 to achieve nature-based climate solutions on natural, working, and urban lands, including state parks.

SB 1097
California Environmental Quality Act: electrical distribution: exemptions. (Wiener)

Streamlines clean energy infrastructure projects by creating CEQA exemption. While we agree that California needs more clean electricity to meet its climate goals, the bill would allow projects in sensitive environmental areas, including many state parks, and exempt these projects from CEQA. Unless the bill is amended to ensure state parks, national parks, and other protected wilderness areas remain subject to CEQA, we must oppose this bill.
