Financial Planning and Cost Efficiency Study of California State Parks

The California State Parks Foundation (“CSPF”), in collaboration with the California Department of Parks and Recreation (“Parks”), is seeking a consultant team to prepare and test with select parks a framework for long-term financial planning that integrates public and non-public-funding of California’s state parks.

As a direct result of a $22 million reduction in the state’s General Fund, 70 of Parks’ park units (“state parks”) are currently slated to be closed, representing 25 percent of the entire state park system. As a result of the volatile nature of public funding for state parks, CSPF and Parks, with the help of a consulting team, seek to develop and test an approach for long-term financial planning. This would involve analyzing current information about activities, expenditures, and revenues, working with a selected group of Parks’ District Superintendents and stakeholders (including nonprofits, concessionaires, and other community leaders), to create and test a set of templates and procedures for use across parks. Results of this project will in turn help district superintendents across the park system identify opportunities for cost-savings and revenue-generation while adding to their toolkit of potential solutions and increasing the chances that they can keep more parks open or avoid additional closures.
